The city of Whittier is making significant progress in its efforts to revitalize Uptown Whittier, with Greenleaf Avenue set to reopen for vehicular traffic and parking on May 2. The temporary structures that had been put in place to facilitate outdoor expansion for restaurants and retailers during the COVID-19 pandemic have been dismantled, marking a milestone in the restoration of the main corridor.
City Council members and staff have been diligently working to finalize plans for a permanent and upgraded Greenleaf Promenade, reflecting years of careful consideration and valuable public input. The vision for a walkable streetscape plan that offers outdoor dining options and appealing design elements is now one step closer to becoming a reality.
The chosen design includes a comprehensive streetscape plan for Greenleaf Avenue, encompassing wider sidewalks, improved intersections and crosswalks, enhanced landscape features, sustainable hardscape elements, upgraded lighting, and designated green park spaces. This transformative project will soon undergo an environmental review before proceeding to the bidding phase in late fall. Construction is anticipated to commence in early 2024.
The Whittier Chamber, Whittier Uptown Association, and Uptown Whittier Improvement Association have long collaborated to advocate for this project and have successfully encouraged the City Council to prioritize it. These organizations recognize Uptown Whittier as the heart of the community and the original business center of the city. Justin Tipton, Operations Manager of the Whittier Uptown Association, expressed enthusiasm for the forthcoming changes and investments in Uptown, emphasizing the positive impact they will have on the district’s growth and overall community pride.
Melinda Piña, President of the Uptown Whittier Improvement Association, echoed this sentiment and praised the beautiful plans for the Promenade. Piña emphasized that the project’s success would be a collaborative effort between the various community stakeholders and anticipated its positive economic impact on local businesses, property owners, residents, and the entire city.
While the permanent Promenade will incorporate a mix of street openings and closures, Greenleaf Avenue will remain open seven days a week, except for temporary closures during special events such as the Uptown Christmas parade, until construction begins. The community is encouraged to continue supporting local businesses and shopping locally, as exciting developments lie ahead for Uptown Whittier.
The city’s commitment to revitalizing Uptown Whittier is evident, and the prospect of a thriving economic district has generated excitement among residents and business owners alike. With construction on the horizon, Uptown Whittier is poised for a bright future, attracting visitors, fostering job creation, and instilling a renewed sense of pride within the community.
